Noncommercial Partnership “Russian aviation and space scientific innovation educational complex” was organized according to decision of the Prime Minister of Russian Federation ¹MK-Ï7-9664 August, 11, 2003 as body corporate open partnership that have united their efforts to implement into practice the state police in the sphere of science and education. The decision about the organization of the Partnership was adopted on the 20th of March, 2002 at the joint meeting of the Russian Federation Security Council and the presidium of the Russian Federation State Council on Science and High Technologies under the President of Russian Federation. The topic of the meeting was “Policy of Russian Federation in the Sphere of Science and Technology for the Period of 2002 – 2010 and long term perspective”. The basic principles of this policy were approved with the order of the Government of Russian Federation ¹1756-P, December, 21, 2001, called “The Concept of Russian Education Modernization for the period of 2001-2010”, which in its’ turn was the result of governmental resolution ¹676, September, 17, 2001, called “University Complexes”. The Ministry of Education and the Ministry of Science have in their turn issued the decision ¹9-1/ÏÊ-7ð, April, 23, 2002 “Personnel Training for Scientific and High Technologies Branches and Development of Scientific Potential of Universities”.

NP RASSIEC was created in order to increase the efficiency and quality of personnel training for international and national defense projects and programs on the basis of sharing of intellectual material and information resources and innovation technologies for the purposes of scientific researches in priority directions in education, science and technique. According to the law of the Russian Federation NP RASSIEC is a body corporate that acts on the principles of voluntary participation, equality of rights and self-government. NP RASSIEC is independent in the questions of structural organization as well as the forms and methods of its activities. NP RASSIEC is open for membership as equal partners for any interested universities, enterprises and organizations. Members of the partnership being independent juridical persons take part in NP RASSIEC voluntary temporary sharing their premises, equipment and etc. agreed. And all this is used under the leading control of NP RASSIEC in the interests of all the members of the partnership and for the development of Russian aviation & rocket-space industry.
